Honoring San Jose Independent Police Auditor Barbara J. Attard
The Don Edwards Civil Liberties Award is presented annually by the Santa
Clara Valley Chapter of the American Civil Liberties Union of Northern
California to an individual or organization that has played a significant
role in promoting or defending civil liberties in the Santa Clara Valley
community during the past year.
This year's award will be presented to Barbara J. Attard, head of the City
of San Jose's Office of the Independent Police Auditor. In 2007 Ms. Attard
completed her third year in this capacity, where she has been a courageous
and persistent advocate for greater civilian oversight and greater public
accountability of the SJPD.
The Santa Clara Valley ACLU board of directors applauds the significant
contribution that Barbara Attard has made by publicly advocating for greater
transparency in the citizen police complaint process through public records
access, greater and earlier involvement by the independent police auditor in
the handling of citizen complaints, public accountability of police and a
more independent process for investigation of deaths caused by police
weapons (including tasers) and deaths while persons are in (or being taken
into) police custody.
As part of the Santa Clara Valley ACLU's May 3 honoree presentation at the
First Unitarian Church, Mark Schlosberg, Police Practices Policy Director
for the American Civil Liberties Union of Northern California, will give a
keynote presentation on "The Case for Civilian Oversight and Police
Accountability." Schlosberg is a recognized expert on police practices, and
is author of several reports on police policy and practices. He will speak
about the opportunities for making changes in the practices of the San Jose
Police Department through the city's Sunshine Reform Taskforce process, and
the need to overturn the recent Copley decision by passage of SB 1019 during
this year's California legislative session.
We invite you to join us May 3rd 2008 from 3:00 pm to 5:30 pm at the First
Unitarian Church in downtown San Jose (160 N. Third Street). Join with our
chapter in honoring Barbara J. Attard with the Don Edwards award and hear
Mark Schlosberg's keynote. Then stick around for the reception following at
4:45 p.m. This is a terrific opportunity to renew old friendships or make
new ones from among the very interesting and diverse Santa Clara Valley ACLU
